Local LGPL web media qualification candidate

This is a local rebuild from the pinned sources in manifest.json, using the hash-locked reproduction archive. It is not the original npm binary. The archive records source changes, configuration, toolchain and modified glue. OpenH264 source is split losslessly into three archive parts to meet the hosting file limit. No proprietary application source is included in these reproduction materials. This candidate remains unpublished; its patched Kvazaar core preserves even dimensions through internal padding; original 1206×2622 geometry strictly decodes.

## Local4GiB heap update (September8,2026)

The matching core JS/Wasm pair is linked with MAXIMUM_MEMORY=4GB for complex4K filter graphs. The reproduction archive contains the original source/build/test inputs plus heap-ceiling.patch and the finalizer exporting the linked ceiling. Codec/filter sources and component notices are unchanged. Local functional qualification is separate from browser/device acceptance and public deployment.
